American Power Conversion (APC) is a leading manufacturer of uninterruptible power supplies (UPS) and surge protection products for end-to-end legendary reliability. Server Core on Server 2016 has.NET binaries built-in so most management software can run on top of it now. I've not run this one specifically, but another option would be to install the PowerChute agent on the host and use a network management card in the UPS to trigger the necessary script(s)/PowerShell to shut down the host and guests.

How to set a system restore point in Windows XP
Method 2:
It may mean the Windows Power Service. Try:
1. Click on Start and Click Run.
2. Type Services.msc into the box and hit enter.
3. Scroll down until you find Power, right-click on it and select Properties.
4. From the drop down menu select Diasbled. OK and exit Services.
5. Now try installing the PowerChute software and check.
